To whom is the Book of Hebrews written and to what purpose?

Briefly put, my understanding is that Hebrews is written to and pertains to the believing remnant of Israel. It is evident to me, for example, from Heb 2:1-5ff that the gospel they heard and believed is “the gospel of the kingdom”. They belonged to the prophesied church of the remnant, as per Heb 2:9-13. The “Today” of Psalm 95, as set forth in chapter 3, was in effect when this epistle was written to them. Likewise, they possessed the privilege of being part of the Lord’s royal house in the kingdom. They were also preparing for the Lord’s day of wrath and the remainder of the events in the final stage of God’s program with Israel. These few issues, along with others, make it evident to me that Hebrews is written to and pertains to the remnant of Israel. As such it not only provided for the fundamental establishment of the remnant at the time it was written, but it will also provide for their establishment again when God resumes His program with Israel upon the conclusion of this present dispensation of His grace.
